New forum registration rules added

Please, ensure you are registered with Stars' Empire and use the same nickname and email address as you have in the game for your forum account (note: nickname may differ from your login). In case your nickname is already used by another person, please report it to our Support. The forum registration shall be denied until rating 200. Please address all your questions to our support until you reach the required rating. To enhance the security of your funds in the game we strongly advise you to use different passwords for forum and game accounts.
